Email notification for new signups #51

This is an option that chapters should be able to set themselves in "edit chapter":

When a new member joins via /join// (but not when a new member is added by exec), all the people in that UserList will receive an email to tell them that a new member has joined the chapter, and also give details including the username, full name and email of the new member.

The Group model already has attributes "notify_enable" (boolean) and "notify_list" (foreign key) to be used for this purpose
