New newsletter framework #60

We need to handle new separate upcoming newsletters (such as Careers Newsletter) which will appear in the future.

We need:

newsletter management API calls (for forms)
- subscribe
- unsubscribe
tie ins with myRobogals
- profile selection (subscription)
- chapter targeting (e.g. Careers Newsletter - Australia <=> Australian chapters)

This should be completed by the end of May for the upcoming Careers Newsletter series.

proposal 1: an selection box for each region. (e.g. people in US can select career newsletter in AU or any other region)

proposal 2: (transparent) one selection box for all region. when career newsletter is sent, only user with appropriate region will get the newsletter. (e.g. when sending career newsletter AU, only user in AU will receive it, not US or China)
