skipInstall must be false for ipa task

If skipInstall is true, robovm links debug library. Debug library uses exc_server api. Apple has forbidden using it. Apple rejects it. https://groups.google.com/d/msg/robovm/Uvxt1HFLXJg/X4IKv_nnwyQJ
