Waterway overhaul #2

Replaces waterway free recipe with a shortcut.

Ghost waterways are now immediately 'revived', and marked-for-deconstruction waterways are now immediately destroyed.

Refactored waterway and landfill code to use vanilla collision masks rather than control scripting.
