Tidy CLI spec #20

improve helpers and matchers so there's fewer rescues (for speed)
fewer timeouts (for stability)
fewer boilerplate (for clarity)

Some of the improvements (using readpartial & IO.select) came from https://github.com/siassaj/rspec-cli/blob/master/lib/rspec/cli/i_o_decorator.rb which i only came across while thinking about releasing fragments of my cli_helper as a gem with the same name (oops)
