Add automation to build native libraries #3

Currently the native libraries are manually built. Should add at least linux, athena and arm builds to my DigitalOcean build server.

Athena builds were added to the WPILibNativeLibraries repo, and are built automatically when that repo is built on CI. Working on Arm builds on my DigitalOcean server now.
