Long Term: Implement SafeHandle for native objects #102

I didn't do this when originally porting, as its not that needed for the way FRC programs are written, but in the offseason if I have more time it would be nice to implement it. Low on the priority, but would be cool.

I'm closing this, as the way handles are implemented are being changed in the HAL this summer, which will make the HAL actually typed and no need for this anymore.
