Need an Upload script #9

Right now everything has to be uploaded manually, and it does not do version checking. Would be nice if the script would version check to make sure we have updated the HAL recently. Also the install script would need to set the code to run at startup.

Work on this is being done over in the tools and extension repository, and does not need to be an issue here.
