Recipe tweaks/Sugar processing #73

Tweaked and added certain QOL recipes, like emptying the welding set Fixed recipe issues with base-game OilVegetable and Sugar getting entirely used up (not dropping an empty packet/bottle either) to instead use a portion of the resource Added a crafting chain to refine sugar from sugar beets Added sugar beet seeds/packet items. You can now get sugar beet seeds from mystery seed packets

You might want to tweak the Milk values as well, e.g. Milk;2 or whatever. You can also use: [Recipe.GetItemTypes.Milk];2 - however I created that with cereals in mind, so it also includes chocolate milk - which might not be appropriate in all milk recipes.
