adding connection_cache resolver. #331

moved connections inside master_api so scripts can have access to them directly. now gateway discover connection_cache topics. no need to remap -> dropping roslaunch args. more testing needed.

Proposal for avoiding the timeout issue:

LocalMaster's constructor has a timeout argument
LocalMaster's constructor throws an exception when it can't find the connection cache
Command line scripts catch the exception and report back to the user that a cache can't be found
Gateway/Pyros loop around trying to create a LocalMaster in their own way, reporting continuously with ERROR when one can't be found.
