Renaming this repo to developer-manual #22

As a follow-up of https://github.com/roboticslab-uc3m/questions-and-answers/issues/35 and https://github.com/roboticslab-uc3m/questions-and-answers/issues/10, I am going to rename this repo to developer-manual, which will essentially contain:

Current best-practices.
Answers and thoughts from https://github.com/roboticslab-uc3m/questions-and-answers/issues/35.
Missing guidelines on scopes of repositories.

Done. Links updated and working at 427ab6429ecc52316d3754a21f9eac2981ee99b8 and c5453876b29a812f3f7595319c8fa02d0cfa4795 (minor similar fixes in posterior commits).
