[asking-questions] add "how" in addition to "where" and "why" #30

Add "how" in addition to "where" and "why" in asking-questions.

In addition to plenty of big best-practice manuals, this issue is inspired by https://github.com/asrob-uc3m/impresoras-asrob/issues/89#issuecomment-422891053 where emphasis is given on granularity of issues to make them accomplishable rather than epic.
