Changing control mode sometimes fails #268

We have observed, especially on Cartesian-related streaming commands in dual-arm scenarios (command presetting can fail a lot), that sometimes it is not possible to change low-level joint control modes. Even a looped setControlMode can take many iterations to succeed once.
