Remove unused motor control interfaces #272

The upstream controlBoard_nws_yarp device no longer requires that subdevices implement specific motor interfaces, starting from YARP 3.9: ref. YARP 3.8 still imposed such restriction on the following ifaces (ref, look for any return false):

IPositionControl
IVelocityControl
IEncodersTimed

Affected control boards:

DextraRawControlBoard (along with DextraSerialControlBoard)
TextilesHand
