Control speed for Freyja via rospy #801

This is follow up PR of #800 extending ROS Twist rospy way also for ground vehicles (now for Freyja).

What to do with K2 and R2? Or we will leave it for the next rosmsg.py cleanup after confirmation that it works fine for Freyja?

K2: Your change covers it, doesn't it?

It should but I did not test it

R2: I continue not seeing benefits of that robot. Too big to fit into the gate, too slow to have range bigger than the drones, still getting stuck on rails. We are left with more breadcrumbs and being a marsupial platform, which counts for something, but we are not utilizing it.

OK, I am also slowly giving up on R2, so I will ignore for now, and once we revise the set of platforms, I would update it or "remove" it. thanks
