Add driver for Yuhesen FR07 Pro platform #970

This is partially "work in progress" as I moved only couple of centimeters, but it is already some working base + CAN parsing.

Note, that instead of drivers I created new folder platforms and later I would move there maybe other robots too?

There are still details like missing desired_steering command to match existing platform API, but that can be part of some later integration branch.

I looking forward future progress.The new platforms directory is good idea. Do you plan continue in this PR or you prefer merge it and continue in a next one?

OK, thanks. So let's stay with platforms. I would rather merge this as base and then extend it once it moves ;). Thanks m.
