Add SW limit max speed and steering angle for FR-07 platform #987

This is just SW "safety fuse" for "wild" (or obsolete) control programs like followme.py, which is not handling max_speed. In short to avoid situations like: https://robotika.cz/robots/pat-a-mat/cs#240407
