This PR does a multitude of things:

Updates the compose-console to add mjpeg compression for obstacle detector
Updates compose-speech for usage with new microphone
Updates compose-nav to use default CER joystick config file
Dockerfile to add environment variable CER_BUILD
changes cmakelist to properly find jsoncpp
