Manager Tug development. #355

Merge latest changes into main development branch. Includes also changes to manager tug. Includes fixes to issue 1,3-7 on project etapas directory (https://github.com/hsp-iit/project-Etapas/issues/1). docker compose full fixes and tug setup manual fixes

Thanks for the changes! In order to merge this, I would test everything either on the robot or the simulator. Then, merge feat/mantug and this in the end.
