Implement `getEncoderSpeed`(s) in controlboard plugin #123

To make the walking controller work with gz-sim-yarp-plugins (https://github.com/robotology/gz-sim-yarp-plugins/issues/122#issuecomment-2003421829) we need to implement:

methods. They are part of the IEncoders interface.
