CI: Bump YCM tag to v0.14.1 #302

In https://github.com/robotology/human-dynamics-estimation/runs/6591855354?check_suite_focus=true I got a network failure error, that it is the kind of error that https://github.com/robotology/ycm/pull/402 fixed. So, I bumped YCM version so we can avoid that kind of errors.

All failures are due to some network flakes.
