Enable again macos and windows CI #389

Fix https://github.com/robotology/human-dynamics-estimation/issues/386 .

I also changed the macos image to be macos-12 as now macos-latest is Apple Silicon (i.e. osx-arm64), and we do not have at the moment robotology channel packages on Apple Silicon (i.e. osx-arm64).
