Fix Python configuration if PYTHON_INSTDIR is a relative path #146

Fix https://github.com/robotology/robotology-superbuild/issues/1076 .

Furthermore, enable the installation of Python bindings in CMake CI job to avoid these kind of regressions.

As this is the fix to a serious failure that will affect users of robotology-superbuild, let's merge without further review as CI is working fine.
