Fix Conda CI (March 2023) and remove ubuntu-18.04 jobs #1060

The CI was failing as icub-main does not have a Python 3.11 build, while the python was installed by the previous installation step in version 3.11 . By installing everything in one shot, everything should work as expected.

Apparently there are also failures due to the fact that the 18.04 images is being removed (see https://github.blog/changelog/2022-08-09-github-actions-the-ubuntu-18-04-actions-runner-image-is-being-deprecated-and-will-be-removed-by-12-1-22/), so we can also drop the 18.04 jobs.
