Update minimum required CMake to 3.22 #1166

This would permit some cleanup, see for example https://github.com/robotology/idyntree/pull/1164#issuecomment-2007075783 . We probably need to keep compatibility with dependencies installed via apt on Ubuntu 20.04 for a long time, but I think it is ok to ask that users on Ubuntu 20.04 install cmake via kitware's apt repo.
