Migrate conda packages generation to rattler-build #1696

rattler-build is much faster w.r.t. to conda-build, so it probably would speed up debugging such as https://github.com/robotology/robotology-superbuild/issues/1670 .

I experimented with using https://github.com/conda-incubator/conda-recipe-manager to automatically convert the recipe, and it worked fine with icub-contrib-common. I am not trying to understand how to pass to rattler-build -m ${CONDA_PREFIX}/conda_build_config.yaml from conda-forge-pinning.
