ipopt-binary: Get binaries from GitHub #17

To reduce the possible point of failures and the infrastructure to maintain, transfer the ipopt reference binaries to GitHub. All the binaries used by ports are stored in https://github.com/robotology/robotology-vcpkg-ports/releases/tag/storage .

Hi @mbrunettini, just a note: typically if somebody ask you to review the PR, the requested action is to "approve" or "comment" the PR, not to approve the PR, see for example: https://docs.github.com/en/free-pro-team@latest/github/collaborating-with-issues-and-pull-requests/approving-a-pull-request-with-required-reviews .
