Add GitHub Actions support #5

The test always test with the latest vcpkg to quickly detect regressions.

Upstream issue that is causing the CI failure: https://github.com/microsoft/vcpkg/issues/10119 .

As at the moment the master branch is not working due to https://github.com/microsoft/vcpkg/issues/10119, I think we can just test against the latest two releases (2020.01 and 2019.12) and add the test against master when https://github.com/microsoft/vcpkg/issues/10119 is fixed.
