Do not vendor old FindPython3.cmake by requiring CMake 3.16 #165

Fix the issue with conda described in https://github.com/robotology/robotology-superbuild/pull/1259#issuecomment-1247782678 .

Yes, it would be great to have a new release so that we can merge https://github.com/robotology/robotology-superbuild/pull/1259 without creating CI regressions.
