Create the controllers library with its first block: the YOGA++ controller #114

We will create a library which meant to include all the controllers implemented in this repository, located in https://github.com/robotology/whole-body-controllers/tree/master/controllers. The floating-base-balancing-torque-control shall be the first controller model to be converted to a block in the library. This issue covers that first step.
