re-reading I think I missed Step 4: Part 3 if that could affect this

I went through the build process again today starting from fresh and I can confirm that I did in fact need to run VERSION-GEN.bat before building the project in Wind River. The bat script is ran by the makefile for the next step but it is needed in the previous step as well.
