I'd still want to do a bit more testing (mainly on Windows), but this looks fairly good to go to me. I think Dustin was contemplating a couple more changes though.

Thanks for doing the bulk of the work.

I would like to change the package to leverage the existing wpiutil robotpy-build package if it's present in the environment, otherwise fallback to the standalone version we have now. I would also like to test it on a real RoboRIO. Won't have time tonight, maybe tomorrow night.
