Migrate to robotpy-build #114

Statically links in OpenCV as distributed by WPILib, so no longer a platform build time requirement
Updated to current 2023 beta

Going to merge this so that a beta release can be pushed to pypi, but I would expect that there are things that need to be changed. I've only tested on Linux locally, I went through all of the examples and they seem to work?
