Add usage reporting to CameraServer #25

wpilibsuite/allwpilib#682 added usage reporting to startAutomaticCapture and addAxisCamera.

We should work out what we want to do here, and how we want to do it. Stats about Python teams using cscore on their roboRIOs would be interesting at least…
