Support ctre canivore hardware support on Windows? #150

Apparently it's a thing. However, I don't care about it, and it seems like it might be a bit challenging to implement. If someone else cares about it we can revisit the question.

Since the only canivore supported devices are CAN-FD devices and can all run Phoenix 6, I say don't bother.
