Cleanup versions on RTD so there is only 1 version per year

I'm not sure this is actually possible. What we should probably do is add an action that automatically bumps the tags for every version in main?

In my brief search I'm not sure if this is possible via automation, but it appears that it can be manually done in the readthedocs console https://docs.readthedocs.io/en/stable/guides/hiding-a-version.html
