Robot motors and such shouldn't move when robot isn't enabled #10

hal-sim doesn't prevent setting the outputs, need to deal with it in the simulator. Only relevant for physics things.

New websim currently allows this. Also need to prevent robot from moving on physics field when robot is disabled.
