test for PHP 7.3 as well #181

recent builds of Travis already have a target PHP 7.3. To learn early about things like the PCRE -> PCRE2 breakages, PHP 7.3 should be tested from now on

Ah, with the actual PCRE2 change not merged yet, as you can see, the Travis build is failing for 7.3. That's a good live test :-)
