Switch to GitHub actions #240

Tests now pass
Switches to GitHub actions, with the assumption that CODECOV_TOKEN secret has been set in the repository
Run tests with PHP 8.0 and 8.1 as well

@robrichards Can we get this merged? I'd like to have a proper look at your feedback on my other pull request and having a setup where automated tests work help a lot.
