this uses happy-eyeballs in remote-client-tls, bistro -- and uses http-lwt-client 0.0.4 feature to pass through the happy eyeballs state.

it is on top of #85 and once http-lwt-client is merged into opam-repository https://github.com/ocaml/opam-repository/pull/19487, this should compile (and ready to be merged & released)
