debian packaging: expects user builder but doesn't create it #17

The systemd service files specify builder to run as the builder user, but the package doesn't create this user. We can take inspiration from albatross: https://github.com/roburio/albatross/blob/main/packaging/debian/postinst

It should also create /var/lib/builder/
