Install builder templates, worker jails as samples #41

The operator may wish to make local changes to these files so install them with the '.sample' suffix. If I remember correctly this is the way to install default or sample configurations on FreeBSD.

let's revise this: templates to be installed into etc/builder/sample-templates and read from etc/builder/templates. this is a breaking change for deployment, but makes installation (without overwriting stuff) easier.
