Waveshare 12inch #71

Here's my attempt at waveshare 12.48-inch support (#70). Untested, as I don't have one.

The repo doesn't have a setup.py / setup.cfg, so it can't be installed with pip. It also hasn't been updated in two years.

Going to flag this as "help wanted" since we can't be sure the Waveshare device will work without further testing. The fact that the Waveshare repo hasn't been updated in a long time makes it questionable.

Until it can be better verified it can sit in it's own branch. If someone really has need of it perhaps they can help verify.
