Loading and name change

What steps will reproduce the problem?
1. Alliance wouldn't start up properly, and would get stuck at the loading 
screen indefinitely. 
2. I read somewhere that it was a problem with the settings file and so I 
renamed the settings file (i.e. portable) and restarted alliance. It now 
started properly but I had to start from scratch and add everyone on the 
network. 
3. Since I had to start again from scratch, I changed my name from the default 
"Rookie" to my old name on the network. Let's call the new name X. 
4. I still saw my name as "Rookie" on chat but everyone else saw it as X. This 
is only a problem only with the chat as every where else it showed my name as X.
5. I restarted alliance a number of times and this is what I got: 1st time - 
stayed as "Rookie", 2nd time - Changed to X, 3rd time - back to "Rookie".  

So this issue that I am submitting is about two possibly correlated defects 
i.e. error loading, and name not changing afterwards. 

What is the expected output? What do you see instead?
The alliance loading screen but it showed no loading information on the bottom 
left. After the fix that was applied, I expected it to show my name after the 
changing it but it keeps switching to the name "Rookie". 

What version of the product are you using? On what operating system?
Alliance 1.2.2 build 1418. Windows Vista Home Basic. 

Please provide any additional information below.
I have attached the defective portable file that started all these problems for 
me.
