CI Chapter #41

Some early designs showing the direction I'm thinking off.

This is a copy of the current state of: https://github.com/jwoudenberg/roc-ci (I have that separate repository to have some conveniences for writing code, such as the nix files)

I plan to update this PR a bit over time, use it for feedback and discussion.

I've added a reasonably detailed outline of the chapter, feedback welcome!

For the code, I've made some progress (only in a separate repo for now: https://github.com/jwoudenberg/roc-ci). I've hit a blocking compiler bug, so took a break from that for the moment, but will return to it in a bit.

I realize this is a work in progress, but may I merge it as-is so we have the placeholder? I'd like to have something from everyone before I start juggling order.
