Add support for DESTDIR during installation #505

Support the use of the commonly used DESTDIR environment variable during installation, which is prepended to the target installation path of all files being installed.

Fixes #502

I've pushed an alternative implementation to develop: a5a296336b1767462fc693316945be877724a21d

Changes:

use OverrideFromArgument instead of PrependFromArgument (the latter is for multi-value options)
instead of repeating DESTDIR everywhere, use it once in distfiles.py
cross-platform path concatenation
honor DESTDIR in FixupSharedLibrary
update sphinx
