Allow administrators to set ignore ip address records to be permenetly deleted #36

Currently the system stores ignore download counts in an ignore table allowing 
them to be retroactively be re-added.  For some systems it may not be desirable 
to keep these records around.  A solution for this would be a flag on the 
ignore IP address record to determine if download counts should be recorded in 
the ignore table
