Delete user from user groups when deleting a user #51

What steps will reproduce the problem?
1. Add user to user group
2. Try to delete the user
3. Error - user cannot be delete

What is the expected output? What do you see instead?

User deleted from system if they have not published or deleted any public 
inforamtion in the repository

This has been fixed - if user has not published or deleted any public 
information the user is deleted.  Tested on 2.0.8
