allow osdeps to be added to metapackages

This would be really good to have, since there currently seems to be no good/working way to create alternative names for osdeps.

• Autoproj::workspace.os_package_resolver.add_aliases is not enough since Autoproj::workspace.os_package_resolver.include? does not include the aliases in its search(used by Manifest::has_package? in turn used by Manifest::validate_package_name_argument) and
• duplicating the entry in Autoproj::workspace.os_package_resolver.[source,definitions,all_definitions] seems to me to be a hack.
