The thruster plugin is part of simulation/orogen/rock_gazebo, and is already handled on the deployment side by the Syskit integration. Finish the integration by auto-adding devices based on the SDF.

Hey. I squashed and merged, but generally speaking for small problems like a stray debug output, it would be best to rebase -i to just remove the output from the commit that introduced it.
